Congress could invoke the “Queen of the Hill”.
Pro-immigration Republican Reps. Jeff Denham (R-CA) and Will Hurd (R-TX) announced last week a proposal to invoke the obscure “queen of the hill” rule to force a debate on four pieces of immigration policy in the House of Representatives. The effort is backed by a bipartisan majority of 240 congressional representatives asking Speaker Ryan to bring Dreamer legislation to the floor for debate in the House. Under the terms of the rule, Congress would pass the winner of any of four current proposals to resolve the dissolution of the DACA program and determine status for Dreamers at long last.
