A Pharmacy Benefit Manager (PBM) is a middleman who negotiates rebates on prescription drugs from drug manufacturers. PBMs keep some of the rebates as income and give the rest to health insurers, who typically do not reduce what a patient pays for drugs. This practice is distorting the prescription drug market, resulting in drug manufacturers raising prices for essential medication. HB 272 defines the rules and regulations of PBMs in order to protect customers and pharmacists and requires the Insurance Department to annually publish the total value of rebates and administrative fees received by a PBM from a pharmaceutical manufacturer.
